Jonathan D. Bates is the Managing Director, Budgets & Contracts at Âé¶¹´«Ã½Ó³».
Jonathan is a finance and operations professional with experience in governmental budgeting, strategic planning, organizational management, and data-driven decision making. At Âé¶¹´«Ã½Ó³» (Âé¶¹´«Ã½Ó³»), he supports financial management, operational strategy, stakeholder engagement, and organizational planning initiatives. He is passionate about building efficient systems, improving organizational effectiveness, and supporting mission-driven work that advances public and community health.
Prior to joining Âé¶¹´«Ã½Ó³» in 2026, Jonathan held leadership and analytical roles with Luzerne County, Pennsylvania and the Cities of Corpus Christi and San Antonio, Texas. In these roles, he managed multimillion-dollar operating and capital budgets, led cross-functional initiatives, developed performance measurement systems, and advised executive leadership on financial strategy and policy development.
Jonathan earned a Master of Public Service & Administration (MPA) from Texas A&M University’s Bush School of Government & Public Service and holds a Bachelor of Science in Biology from Nazareth University. In addition to his professional work, he remains active in nonprofit leadership, civic engagement, and community service initiatives throughout Northeastern Pennsylvania.
